Fallout 4 takes advantage of hardly anything VR has to offer, aside from free-hand aiming and 360 panoramic view. There's hope in VR, for indie developers to build games that take full advantage of what VR has to offer. They could have made Fallout 4 VR feel like a VR game-as it is, it's just Fallout 4 PC with a redesigned Xbox Controller you can see in-game, and a 360 panoramic screen that lets you look around the world. Why can't we draw our pistol in Fallout 4 VR by grabbing it from our hip? Or an assault rifle from our back? Why do we open a refrigerator door by pressing our controller button, instead of, say, grabbing the doorhandle and pulling it open? Bethesda isn't a small studio, they aren't an indie developer, they aren't a group making games under the whip of a huge monolithic corporation. There are developers here on Steam who took their first person mobile game, and integrated VR flawlessly, with profoundly impressive VR-exclusive mechanics. 'Minor change? Surely you realize how difficult it must have been to impliment VR!' But then they reintroduce paid mods, try to tear apart the mod community by 'hiring' modders to make content for their store, and sell a two-year-old game at full price, bugs and all, with the minor change of being able to look around and move your hands. Strange they'd give owners of Skyrim and all its DLC the Special Edition for free. Just another example of Bethesda's trending towards greed I'm 'fraid.
